Essential Duties and Responsibilities
Provides human resources assistance to support Employee Benefits and Information Systems Manager and the Human Resources Specialists; provides employee assistance with general questions regarding employee benefits;
Reviews finished forms for completeness and adequacy;
Provides information on HR systems, processes and procedures; and/or provides brochures, applications and other HR documents to employees. As instructed, contacts employees to resolve problems or questions;
Maintains files, provides typing, performs receptionist tasks, and processes data using personal computers to prepare HR documents with complicated formatting, e.g., headers and footers, and to prepare complex documents containing tables or graphs;
Performs a full range of support assignments;
Uses online HR resources to obtain information accessible over the Internet;
Researches minor complaints or problems that are not readily understood; and provides answers to recurring types of questions and explanations of HR policy;
Verifies employment information according to office procedures;
Performs other related duties as assigned.

Job Competencies
Knowledge of, and skill in applying an extensive body of HR rules, procedures, and operations sufficient to obtain relevant information to resolve problems and complete assignments; to answer recurring questions and explanations of human resources policies; and to perform the full range of human resources support assignments
Knowledge of general functions of the human resources office to refer visitors to the proper unit, e.g., union problems to the labor relations unit, or applicants to the appropriate staff member
Knowledge of the most frequently used personnel forms such as training requests, position descriptions, employment applications, certificates, and personnel action requests
Knowledge of personnel recordkeeping procedures to perform tasks such as logging personnel action requests, filing and retrieving official personnel folders, preparing new official personnel folders, and preparing alphabetized rosters of classes or seminars
Knowledge of the operating organizations served to route mail such as official personnel actions, approved training requests, or classification survey reports to the proper office, or to count the proper number of employee publications needed for each organizational segment
Knowledge of a body of standardized personnel rules, procedures, and requirements to perform or explain clerical procedures in support of one or more personnel specialty or program area and to resolve problems
Skill in the use of personal computers sufficient to enter and extract information, to prepare complex documents and forms, and to perform basic work processes
Education and/or Experience
High school diploma/GED from an accredited school of learning and at least 5 (five) years of clerical experience; or other equivalent combination of education and experience which meet minimum qualifications requirement.
Technical Skills
To perform this job successfully, an individual should have knowledge of the use of personal computers and software such as Microsoft Word and Outlook; and must be able to learn other computer software programs as required by assigned tasks.
SUPERVISORY CONTROLS
The incumbent works under general supervision. The supervisor defines overall objectives, timeframes and available resources. The incumbent completed the work independently and seeks guidance when confronted with situations exceeding his/her authority.
Completed work is reviewed for accuracy, completeness, and adherence to instructions, policies and procedures.
GUIDELINES
Guidelines encompass a variety of personnel policies, instructions, regulations and operating procedures and manuals.
The incumbent utilizes considerable judgment in locating, selecting, and applying the most appropriate guidelines for adaptation to specific problems or issues.
COMPLEXITY
The work includes assignments requiring different and unrelated steps in order to complete the assignments.
The incumbent generally determines and selects the appropriate methods to complete assignments.
SCOPE AND EFFECT
The work involves handling a variety of technical and clerical work activities, problems, and situations in accordance with human resources procedures, policies and instructions.
The work facilitates and impacts the quality of further human resources specialized processes.
PERSONAL CONTACTS
Contacts are with co-workers, other DCHA employees and management officials at headquarters and the field offices, consultants, contractors, applicants, retirees, beneficiaries, other government officials and representatives, and the general public.
PURPOSE OF CONTACTS
The purpose of the contacts is to gather, provide, and clarify information; and to resolve problems and questions.
Physical Demands
The work is basically sedentary; however, some walking, standing, bending and the carrying of light items such as books and papers is required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Work Environment
Work is performed in the normal office and meeting room settings. The work involves everyday risks and discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms etc. The work area is adequately lighted, heated and ventilated.
