Position Summary
The Survey Operations & Data Analyst is responsible for the end-to-end administrative and technical processing of employer transportation surveys, from initial distribution through final AVR calculation and RideGuide production. This role combines employer-facing coordination and data entry with technical analysis in RidePro, the regional rideshare database system. The ideal candidate is detail-oriented, comfortable managing multiple concurrent employer timelines, and capable of working confidently with both clerical tasks and structured data/software workflows. This is a hybrid role suited to a candidate who can move fluidly between coordination, data entry, and technical analysis.
Key Responsibilities
Survey Coordination & Distribution
- Prepare and distribute survey materials to participating employers, including personalized paper surveys, survey samples, Survey Authorization forms, and Survey Processing Forms
- Provide employers with access instructions for the electronic survey portal
- Track survey distribution and collection timelines across multiple concurrent employer accounts
- Follow up with employer representatives regarding outstanding or expected surveys
- Respond to employer inquiries during the survey collection process
- Assist with scheduling annual survey kickoff meetings and teleconferences
Data Entry & Quality Control (Paper Surveys)
- Transcribe completed paper survey responses into a structured digital format, including employee commute information such as home address, work location, commute mode, and schedule
- Perform quality-check comparisons between transcribed data and original paper survey forms to verify accuracy
- Maintain organized, secure handling of physical survey forms in accordance with program confidentiality requirements
- Flag illegible, incomplete, or inconsistent survey responses for resolution
Electronic Survey Processing
- Register employers in the regional rideshare database to initiate the survey process
- Produce and review Code Verification Lists for employer review and correction
- Confirm revisions are accurately reflected in RidePro prior to finalization
AVR Calculation & Technical Analysis
- Import verified survey data into RidePro
- Run and review error reports, flagging discrepancies for resolution
- Calculate Average Vehicle Ridership (AVR) in accordance with SCAQMD Rule 2202 procedures
- Geocode employee home addresses within RidePro to support ride-matching and transit analysis
- Identify employers with viable leads for OCTA programs (e.g., Perk Pass, Vanpool, Metrolink Corporate Pass) based on survey results
RideGuide & Report Production
- Generate personalized RideGuides for employees requesting one, distributing electronically or as printable PDFs as appropriate
- Produce required reports, including AVR Survey Output Reports, Survey Analysis Reports, Employee Lists, alphabetical and zip code listings, and backup data files
- Ensure all deliverables meet required turnaround timelines (e.g., 14 business days for RideGuides, 10 business days for summary reports)
Reporting & General Support
- Maintain accurate records of survey status across all participating employers
- Support preparation of monthly activity reports to OCTA
- Assist with materials for OCTA’s biannual Employer Transportation Coordinator (ETC) training sessions
Qualifications
Required:
- High school diploma or equivalent; Associate’s or Bachelor’s degree preferred (data analysis, geography, planning, business, or related field)
- 1–2+ years of experience in data entry, data analysis, or administrative support
- Strong attention to detail and accuracy, particularly with address and numeric data
- Proficiency with Microsoft Excel, Google Sheets, or similar tools; comfort learning new database/software systems
- Strong written and verbal communication skills
- Ability to manage multiple tasks and competing deadlines independently in a remote work environment
Preferred:
- Bilingual (English/Spanish) — directly supports program requirements, as surveys are administered in both languages
- Prior experience with survey administration, GIS/geocoding tools, or transportation demand management (TDM) programs
- Familiarity with rideshare, transit, or transportation planning concepts
- Experience handling personally identifiable information (PII) with discretion
- Experience with database systems, CRM platforms, or similar data management software

Pay: $18.00 – $20.00 per hour
