DSHS ESA Administrative Hearings Specialist
The Economic Services Administration Community Services Division (CSD) is looking for an Administrative Hearings Specialist to support Region 2. In this role, you serve as an Administrative Hearings Specialist representing the agency in all hearings before the Office of Administrative Hearings (OAH) involving decisions and case actions related to cash, food, and medical programs administered by the Community Services Division. You independently manage the full scope of administrative hearing activities, including conducting pre‑hearing meetings and conferences, preparing briefs, arguments, and motions, participating in hearing proceedings, and handling reconsideration requests and judicial reviews.
You also play a key part in safeguarding the accountability and integrity of Community Services Office programs by supporting quality control efforts and ensuring payment accuracy across all program areas.
Note: This role is primarily telework/hybrid, with occasional in-person hearings and meetings required within Region 2. The duty station will be assigned to the location in Region 2 closest to the employee’s telework site. Snohomish County employees are eligible to receive an Orca Card for transportation needs.
Some of what you’ll do:
- Accept and process administrative hearing requests and determine eligibility for continued assistance based on each request.
- Review case information and independently analyze case actions to ensure accuracy.
- Conduct pre‑hearing conferences to clarify issues and prepare for formal proceedings.
- Prepare the department’s case for administrative hearings and represent the department during proceedings.
- Track assigned cases and implement hearing decisions promptly upon receipt.
- Consult with financial staff to support administrative case reviews and ensure accurate outcomes.
- Assist customers with navigating the Apple Health application process.
- Audit and review financial staff work and provide training to support accuracy and compliance.
- Maintain and review procedures to support efficient and effective workflow.
- Perform complex tasks related to establishing financial eligibility, interpreting rules, and supporting planning and procedural development.
- Verify and establish over payments and complete required referrals.
- Respond to calls from individuals reporting changes, requesting information, or seeking referrals to other programs or agencies.
- Screen applications to identify customers who need assistance accessing department programs and services.
What we’re looking for:
- Subject matter expert in determining eligibility for state programs.
- Ability to assist others in interpretation and analysis of data, make independent decisions, and assist in the supervision and training of staff.
- Proficiency in computer programs in use by the Community Service Division.
- Experience interviewing individuals regarding sensitive personal and financial matters.
- Basic understanding of the administrative hearing process.
- Ability to communicate effectively in person and in writing with management, peers, direct staff, clients, and the public.
- Willingness to actively participate in career development for all staff.
Who should apply?
A bachelor’s degree AND two to three years’ experience conducting financial eligibility determinations for public assistance programs, OR equivalent education/experience.
