Position Specific Description

Recruitment Number 25-101TO, Deputy Chief Court Administrator I (DL/Lautenberg), EM-07, Lihue, Kauai.

Note: This position requires a current and valid driver’s license to operate a motor vehicle.

Summary of Duties

Under the broad and general direction of the Chief Court Administrator of the Fifth Circuit Court, serves as a full deputy and assists in the planning, organizing, directing, administering and coordinating of operations and support services of a judicial circuit of the court system; assists in overseeing research and program planning evaluation relating to court matters involving criminal, civil, family, and probation; serves as liaison with external public and private organizations, law enforcement, correctional, social and educational agencies throughout the State pertaining to court matters.

Minimum Qualification Requirements

Education Requirements: Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Excess work experience as described under Specialized Experience below, or any other responsible administrative, professional or analytical work experience which provided knowledge and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a bachelor’s degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience: Three (3) years of progressively responsible professional, administrative, technical work experience in one or a combination of the following areas. Clerical work experience is non-qualifying:

1. In a court or legal setting, responsibility for supervising or overseeing the operational activities of a unit or section whose primary function is the preparation and/or processing of legal documents. Such experience must have included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees; and (6) disciplining them when necessary.

(Examples of legal setting are: Office of the Prosecutor, Public Defender, Department of the Attorney General, legal department in a financial institution or trust company, private attorney’s office.)

2. Independently performing professional work involving written analysis, evaluation and recommendations for problem resolution in a court or legal setting, or those social work or administrative programs of the courts.

For purposes of this section, non-supervisory and supervisory work experience performing and/or supervising general clerical tasks is not qualifying.

Staff Specialist OR Supervisory Experience: One (1) year of Staff Specialist or Supervisory Experience as defined below.

A. Staff Specialist Experience:

Work in a criminal justice system which included the development and/or modification of an institutional program, and/or work in a criminal justice system which included program development and evaluation, and the development of new and revised procedures.

B. Supervisory Experience:

Experience which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; (5) training and developing of new employees; and (6) disciplining them when necessary.

The required years of Supervisory Experience is separate from meeting the Specialized Experience requirement under 1.

Administrative Experience: Two (2) years of progressively responsible work experience in a court or legal setting, social work or administrative program of the courts which involved active participation in and major responsibility for the development of policies and procedures; and the development, management, execution and coordination of program operations and activities.

Substitutions Allowed:
Substitution of Education for Specialized Experience:

A. A Master’s degree in business, public administration or criminal justice administration, or a closely related field may be substituted for one (1) year of Specialized Experience.

B. Graduation from an accredited school of law may be substituted for one (1) year of Specialized Experience.

Selective Certification Requirement – Driver’s License: This position requires a current and valid driver’s license to operate a motor vehicle.

Qualification for Firearms (Lautenberg): For this position, applicants must be qualified to possess firearm or ammunition in accordance with state and federal laws, e.g., no misdemeanor or felony domestic violence conviction.
