About Oath

The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution, which provides mediation and restorative justice support to City agencies and the public, and the Administrative Judicial Institute, a resource center offering training, education, research, and support services for administrative law judges and hearing officers.

Job Description

The ideal candidate is an experienced attorney with effective management skills who is ambitious, energetic, and eager to grow through ECB’s commitment to institutional change, technological enhancement, and public access to justice. The Deputy Manager must be skilled at analyzing, streamlining, and modifying procedures to improve efficiency, accountability, and professionalism.

Responsibilities

Assist in directing the legal operations of the office, ensuring quality and consistency of legal decisions, coordinating daily assignments, and performing legal reviews.

Adjudicate various administrative hearings as needed.

Maintain procedures to ensure timely hearings and decisions.

Manage productivity, timeliness, and staffing needs using databases or other systems.

Handle special projects, including oral and written presentations.

Convey agency policies accurately to the public.

Foster cooperative interactions among administrative and legal personnel.

Serve as a legal advisor to administrative staff and collaborate effectively.

Note:

Hybrid office/remote work schedule available after initial training.

Minimum Qualifications

Admission to the New York State Bar.

One year of satisfactory U.S. legal experience post-admission, or six months as an Agency Attorney Intern.

Incumbents must remain in good standing with the New York State Bar throughout employment. Additional experience may qualify candidates for higher assignment levels.

Preferred Skills

Excellent interpersonal, communication, writing, research, and analytical skills.

Strong organizational, management, and training abilities; supervisory experience is preferred.

Proficiency in Microsoft Office suite.
