USGI is seeking a Training Support and Program Assistant to serve as a member of the ILEA team and is primarily responsible for administrative and program assistance for the program. The ILEA team manages the program from planning to implementation, coordinating across the U.S. interagency, State Department domestic offices, and U.S. embassies abroad.
BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Arms Control and International Security (T) within the Department of State (DOS). INL’s mission is to keep Americans safe by countering crime, illegal drugs, and instability abroad by providing effective foreign assistance and securing international commitments for U.S. security priorities.
Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation and Cross-Border Programs, is responsible for oversight and coordination of the International Law Enforcement Academy (ILEA) program. ILEA advances operational cooperation between U.S. and foreign law enforcement from over 100 countries through training academies in four regions of the world. The ILEAs focus on priority areas of interest to the U.S. government such as investigating and countering transnational criminal activities, including but not limited to, drug trafficking, border security and migrant smuggling, human trafficking, money laundering, and cybercrime.
DUTIES & RESPONSIBILITIES
- Drafts, sends out for clearances, and sends papers, emails, and cables, as directed, along with approved tracked responses.
- Coordinates with posts, program officers, interagency, and external organizations to facilitate drafting of program and project plans and solicitations for various implementing mechanisms, including but not limited to interagency agreements (IAAs), Letters of Agreement (LOAs), contracts, and grants.
- Assists with the administration and management of ILEA implementing agreements for the program including but not limited to, contracts, grants, letters of agreement, and interagency agreements. Facilitates the paperwork and procedures required to award, monitor, and close Inter-Agency Agreements (IAAs), Cooperative Agreements, grants, contracts, and other relevant implement agreements or funding actions for final processing by a government representative. Serve as the first point of contact for administrative matters from implementers.
- Supports the use of the ILEA Global Network, to include data entry and management of the system.
- Monitors activities of implementers and reports to government representatives on the status of implementer progress towards meeting the goal, objectives, and completing deliverables. Monitors and assists agency submission of quarterly reports, including transferring data from the ILEA database (IGN) to the reporting system (DevResults) as needed. Work with the INL office responsible for DevResults to address agency issues, as required.
- Utilizes the IGN to help provide information to respond to taskers on program activities. Assist in data cleanup and management within the IGN, including but not limited to, managing filing system; uploading and updating course schedules and information; etc.
- Provide support for program-wide administrative process, including but not limited to templates, such as for course invitations; SOPs for administrative tasks in coordination with appropriate experts as needed such as filing systems, records management, and inventory management; coordination with program partners and implementers on administrative issues, such as POC lists and inventory. Arranges and supports meetings and events, including by reserving rooms, sending and tracking invitations, room set-up, escorting personnel, taking notes, and drafting thank you letters, and drafting and assembling to final reports.
- Provides general support, including but not limited to writing and clearing papers, assembling briefing books, reports and updates, and scheduling meetings and supporting various trainings and events.
- Conducts research on issues of interest and analyzes information for trends and important developments; attends relevant briefings; and prepares information and meeting readouts for inclusion in reports as requested.
- Maintains program office calendar and files. Update and maintain POC sheets for the program and program partners. Implement file structure to existing files and ensure new files are managed appropriately.
MINIMUM QUALIFICATIONS
- U.S. Citizen
- A Bachelor’s degree from an accredited institution
- Two to four years’ experience in relevant field
- Demonstrated knowledge of Federal regulations in regard to area of specific need
- Demonstrated experience using Microsoft Office Suite
- Demonstrated experience facilitating organizational change
- Demonstrated skilled in oral and written communication, sufficient to draft action and info memos, congressional testimony, press guidance and congressional and general correspondence
- Demonstrated knowledge of international narcotics and law enforcement issues
PREFERRED QUALIFICATIONS
- Graduate Degree from an accredited college or university in a related field of international relations, foreign assistance, adult-training, or criminal justice reform
- Demonstrated one to three (1-3) years’ experience in administrative management, training support, and/or contract or grants support
- Demonstrated skill and ability in managing multiple concurrent activities of varying complexity; including changing priorities and short turn-around times
REPORTING AND RELATIONSHIPS
The Office Administrator will report to his/her contracting company and will receive direction from the CO, Contracting Officer’s Representative (COR), and/or Government Technical Monitor (GTM).
LEVEL OF EFFORT
Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of the Department of State.
TELEWORK
If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, and Contracting Officer’s Representative approval, in accordance with Department of State and INL policies.
SUPPLEMENTAL HOURS
Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling.
POSITION LOCATION
The physical work location is INL/ACB office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC. This position requires consistent in-person presence at the designated duty location.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computers, phones, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.
CLEARANCE
A Secret security clearance is required for this position; work may begin with an interim Secret security clearance.
TRAVEL
Travel is anticipated for this position and cannot be used without prior authorization from the INL Contracting Officer.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.
Travel related training (i.e., FACT (CT650), HTSOS-C etc.), may be required, if applicable. The PM shall coordinate with INL/SAO/IM to determine if applicable and if INL Contracting Officer approval is required prior. All other training requires INL Contracting Officer approval.
