Initial candidate eligibility is based on the job application and any accompanying documentation. Overview and Minimum Class Requirements

The City of Yakima Municipal Court needs a bilingual/biliterate English/Spanish cashier to be the welcoming face that helps residents navigate payments, court processes, and everyday questions with clarity, patience, and respect.

MINIMUM REQUIREMENTS

Requires high school diploma or GED and 24 months of increasingly responsible clerical and cashiering experience. Experience should be from a fast-paced customer service professional business/office environment requiring a high level of multi-tasking and data entry within various computer application programs;. (e.g. bank teller; hospital registrar; public licensing rep.) Previous legal experience and/or working knowledge of legal terminology is strongly preferred. Ability to work under stress is critical.

Fluent bilingual/biliterate English/Spanish competency is preferred and will be verified though a Civil Service exam.
Must be able to type net 30 WPM without error;

Candidates must pass a background investigation regarding applicant’s aptitude, character, judgment, credit, driving record and criminal history prior to hire.

Job Summary

Under general supervision, performs a wide variety of responsible, moderately difficult cashiering tasks in the receipt and handling of fines, payments, and court cases for City Municipal Court. Supports the court by performing complex clerical duties for all case types many with the potential to affect a person’s civil liberties to include incarceration and loss of privilege to drive.

Essential Functions

Receives, screens, and answers a wide range of inquiries from the public and various court related agencies, by phone, or in person. Provides a variety of technical information to the public and various agencies on all the Municipal Court criminal and infraction cases. Work is performed in a busy, public office and is easily accessible to Court personnel, City staff, offenders, attorneys, outside agency staff and the general public.

Receives, researches, verifies and processes payments from residents for Municipal Court fines. Corrects errors in payment records; handles large amounts of cash; makes change; receipts payments; Receipts cash bail, surety bonds and bail bonds to initiate a citizen’s jail release. Issues bail refund checks to payers and bail bond agencies; adjudicates cases and contacts Department of Licensing to remove failure to appear from driving records to prohibit license suspension, quashes bench warrants, and notifies Communications. Balances daily cash, credit and debit card payments. Processes all incoming mail and routes accordingly.

Downloads data to create new defendant record from the Statewide Electronic Collision and Ticket Online Records (TRACS) into the State of Washington’s Judicial Information System (JIS) in order to receive payments and set hearings for criminal and civil infractions.

Prepares written correspondence to customers regarding payment matters. Updates and maintains accurate docket information in JIS by inputting changes such as new address, name change, hearing updates in the appropriate court room.

Assists customers with questions regarding court hearings, civil and parking citations, traffic violations, bail bonds, financial obligations, appeal procedures in accordance with established guidelines and procedures. Resolves detailed customer transactions.

Interprets and explains information to the Spanish speaking public.

Performs other related duties as assigned.

Major Worker Characteristics

Knowledge of: modern, professional office practices and procedures; basic court/legal processes and procedures, and financial and public records and retention principles and practices.

Working knowledge and understanding of: computer spreadsheets; databases; industry applications; Microsoft Office Suite Outlook, Word, and Excel; and office equipment; and computerized municipal financial management practices. Knowledge of basic arithmetic and basic principles of accounting/bookkeeping. Ability to perform and understand basic mathematical computations. Ability to operate standard office equipment including but not limited to: computer, fax machine, copy machine, telephone etc.

Ability to: perform varied clerical and cashiering tasks; receipt money; utilize the Judicial Information System (JIS/DISCIS)) and various computer program applications; keep accurate financial records; read, understand and interpret the general laws, policies, procedures, and records related to the collections of money for fines and bail; research complex financial transactions and Court related records; explain procedures and regulations to citizens; meet and deal with the public in a pleasant and courteous, clear and concise manner; understand and apply readily available guidelines to varied operational requirements.

Ability to use good judgment in applying guidelines to a wide variety of work situations.

Must be able to communicate clearly and effectively, with employees, members of the public representing diverse educational levels and backgrounds, and with officials at all levels of government utilizing well developed communication skills, both written and oral, with appropriate use of business English, and plain English, including but not limited to correct grammar, vocabulary, letter composition, editing, spelling, and punctuation.

Ability to establish, facilitate, and maintain effective working relationships with other employees, the public, community organizations, private companies and government agencies; to consistently and continually demonstrate tact, diplomacy, and respect to individuals, groups and organizations representing a wide diversity of ethnicities, cultures, opinions, and beliefs.

Ability to work independently with self-direction; maintain sustained attention to detail and work under timeline pressures; prioritize workloads; manage multiple tasks with competing deadlines. Analytical and organizational skills are essential. Must possess ability to quickly adapt to changing priorities and demands. Ability to positively receive feedback and take direction is essential.

PHYSICAL DEMANDS:

Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing at a counter for shorter periods of time. Will be required to work indoors, with others, and often in a noisy work area. The employee may be required to push, pull, lift and/or occasionally carry up to 30 pounds. Will require bending, twisting at knees, waist, or neck and occasional stooping, bending, and/or kneeling while performing duties. Continuous use of all senses, including hearing and speech while performing duties and communicating with co-workers, general public and completing all tasks as assigned. Must be able to maintain long-term and short-term memory to learn and remember simple to complex procedures. Continuous use of both hands in reaching, handling, grasping, and other fine motor skills while performing duties and operating computers. Vision abilities including close vision, far vision, side vision, depth perception, color distinction, and ability to adjust focus. UNUSUAL WORKING CONDITIONS:

Has continuous contact with members of the public who may be irate, upset or disturbed. Contacts are often negative in nature and require tact, discretion and sensitivity. May be subjected to abusive, obscene language and threats of bodily harm. Subject to stressful conditions, stringent timelines and competing priorities with frequent interruptions.

The pay range listed for this position is establish through the City of Yakima’s Master Pay Ordinance in accordance with the Municipal Code and/or the applicable collective bargaining agreement. New employees generally start at step A with progression through the steps based on merit and successful performance evaluation.
