This position performs a combination of analytical, technical, and professional HR functions. This role collects, compiles, and analyzes HR metrics and data; applies analytical findings to support recruitment, retention, compliance, and organizational culture; will coordinate and execute training programs; and performs general HR duties as part of a team including benefits administration, employee relations, onboarding, performance support, safety coordination, training, and departmental operations.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision from the Human Resources Manager.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS – Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

  • Collects and compiles HR metrics and data from HRIS, payroll, surveys, exit interviews, and public labor sources.
  • Analyzes HR data for trends in hiring, turnover, motivation, and compliance.
  • Prepares reports and presents analytical findings to senior leadership.
  • Recommends goals, benchmarks, and improvements to HR programs.
  • Advises on cultural, retention, and recruitment improvements based on data.
  • Assists in the development, implementation and execution of new training, employee development programs, and recruiting initiatives.
  • Assists with planning departmental goals, policy development, and HR initiatives.
  • Assists with the administration and operation of the Human Resources Department.
  • As part of a small team, may perform a variety of routine clerical work.
  • Assists with the recruitment, application screening, interview, selection, and new hire process.
  • Assists employees with workers compensation, benefits, policies, and procedure.
  • May assist with investigations into employee misconduct.
  • Maintains employee personnel files and other employment-related documents in accordance with appropriate regulations.
  • Stays knowledgeable of current state and federal laws pertaining to Human Resources.
  • Maintains and updates employee personnel records.
  • Assists in organizing special programs, training, rewards, recognition, and other events.
  • Attends conferences and other professional meetings to keep abreast of personnel methods, benefits, and administration.
  • Assists in administration of annual employee performance evaluation program.
  • Coordinates and records workers compensation injuries and monitors department reporting procedures for compliance with state and federal compliance.
  • Is tactful and courteous in all interactions with coworkers, employees and the public.
  • Responds to and resolves difficult and sensitive employee/citizen inquiries in the absence of the Human Resources Manager.
  • May serve as secretary to the local Public Safety Personnel Retirement System (PSPRS) Board; prepares, distributes, and posts meeting agendas; attends meetings, takes minutes, distributes to PSPRS as required, and provides support to the Board as needed.
  • Participates in the creation and implementation of goals, objectives, policies and priorities related to the department.
  • Maintains a positive attitude to promote teamwork, trust, and mutual respect with employees.
  • Maintains website content related to HR operations.
  • Maintains strict confidentiality in regard to all HR operations, employee information, investigations and communications.
  • Performs other related duties as assigned.

QUALIFICATIONS

Knowledge of:

  • Principles and practices of public personnel administration, including methods and techniques of recruitment and selection, classification, compensation, salary and benefits administration, training, equal opportunity, and affirmative action.
  • Operations, services, and activities of the department; general knowledge of other departments.
  • Advanced principles and practices of fiscal, statistical, and administrative data collection and report preparation.
  • Strong analytical and problem-solving skills.
  • Office procedures, methods, computer equipment and database software programs.
  • Records management principles and standards.
  • Modern office equipment and software.
  • Microsoft Office Suite.
  • Workers’ compensation reporting and compliance procedures.

Ability to:

  • Demonstrate a high level of integrity and sense of ethics.
  • Maintain strict confidentiality of HR data, information, and communications.
  • Coordinate projects and set priorities and objectives.
  • Handle multiple projects at the same time.
  • Work effectively in an atmosphere of constant interruption.
  • Maintain computer applications for generating personnel-related records and reports.
  • Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
  • Communicate clearly and concisely, both orally and in writing.
  • Work in organized team efforts and assist in problem-solving work-related issues for continuous improvement in work efforts.

EXPERIENCE AND EDUCATION GUIDELINES

Any combination of experience, training, and attitude that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

At least three years of experience in an HR-related field.

Experience in job classification and compensation, recruitment, selection, training, employee benefits, and/or equal opportunity compliance preferred.

Training:

Bachelor’s degree.

A bachelor’s degree in Human Resources, Business Administration, Industrial Psychology, or other related field preferred.

Environmental Conditions:

Office environment with occasional exposure to outside elements during special events.

Physical Conditions:

Duties may require sitting for prolonged periods of time, working closely with others, and general manual dexterity. Some lifting required for department related equipment, file storage, stocking paper products, or for event or program set-up and tear down.
