ABOUT THIS POSITION

The City of Phoenix Planning and Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring the safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows and needs to arise. The process is governed through the development and enforcement of city codes and ordinances. The Planning & Development Department, Plan Review division has two vacant Development Center Permit Technician (ET) positions.

The Development Center Permit Technician position performs entry level technical work such as conveying general information to customers regarding department policies and procedures and codes and ordinances pertaining to construction drawing/permit applications. They will assists the public with project related processes and information for site, fire, and building permits. In addition, responsibilities include intake of project submittals, distribution, and tracking construction plans for review, providing status updates for construction plans, determination of project completeness for permit issuance, fee assessment, and payments. Some positions may provide information regarding sales of water and sewer services. This position is assigned to a public counter with high customer volume and cash handling.

Consideration may be given to candidates to underfill as a Customer Service Clerk*Plans. Individuals that do not meet the minimum requirements below for the Engineering Technician may qualify for the opportunity to underfill at the Customer Service Clerk*Plans level. Candidates at both levels should apply to this recruitment. This assignment differs from the base classification of Customer Service Clerk due to the higher level of discretion exercised in conducting research; and deciding, based on information available, which departments or divisions will be required to review and evaluate the building plans or which inspectors should be sent on priority calls.

  • Ability to complete data entry according to the required permit into KIVA or SHAPE Phoenix database.

SALARY

Engineering Technician

Pay Range: $21.02 to $32.62 per hour.

Hiring Range: $21.02 to $24.34 per hour.


Customer Service Clerk*Plans

Pay Range: $20.51 to $30.31 per hour.

Hiring Range: $20.51 to $22.61 per hour.


Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.


Internal Only:
Please understand that this is pay grade 340 for an Engineering Technician and pay grade 337 for Customer Service Clerk*Plans. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

Engineering Technician

  • One year of experience in paraprofessional engineering work.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Customer Service Clerk*Plans

  • One year of experience in meeting the public and performing varied office and clerical tasks supplemented by courses in bookkeeping and demonstrated typing skills.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Experience quality providing customer service at a front counter environment.
  • Three or more years of construction/developmental experience.
  • Experience working with computers and knowledge of other computer software applications such as Microsoft Access, Outlook, SharePoint, ImageSite).
  • Experience responding to public inquiries from both internal and/or external customers.
  • KIVA or other permitting program experience.
  • Cash handling experience.
  • Experience in data entry.
  • Plan review experience.
  • Quality control experience.
