Under general supervision, performs clerical and public service duties of considerable difficulty in the office of the County Clerk.
Essential Duties and Responsibilities:
Vital Statistics and Real Estate Sections:
Serves as senior clerk which includes the following responsibilities assists in orienting and training employees; assists in the evaluation of employee performance; answers employee questions and handles difficult customer service problems; serves in the absence of the section supervisor.
Greets, interacts, and communicates with the public in a professional manner; answers questions, provides information, or refers inquiry to appropriate department personnel.
Conducts records searches to locate requested documents; provides official copy of document(s) to requestor; assists the public with locating records and operating computer equipment.
Accepts, reviews for completeness, and certifies recorded documents.
Uses computer to record birth, death, marriage, assumed name, UCC, and other documents; issues marriage and other licenses in accordance with department procedures.
Advises customer of filing, copying, and other fees; accepts monies for fees, provides change if required, and prepares receipt of payment.
Operates electronic equipment to optically scan and index documents, insuring document safety, security, and confidentiality; performs basic preventative and operational maintenance on equipment.
Answers multiple-line telephone; answers questions, directs calls, or takes and relays accurate messages, as appropriate.
Opens, sorts, and distributes mail; drafts routine responses to correspondence or utilizes department forms to respond to customer inquiries.
Maintains production files which include reports to funeral homes, the local Health Department, Voter Registration, Tax Assessor-Collector and the Sheriff’s Office.
Attends meetings and training sessions; performs other duties, as assigned.
Criminal and Civil Sections:
Creates and maintains civil, probate, guardianship, and/or criminal case files for the County Courts-at-Law; accepts, indexes, and files motions, letters, affidavits, and other documents in case files; enters pertinent case information into computer system; processes disposition of cases including verifying that appropriate documents are present, completed as required, and properly signed; sends copies of Judgments to attorneys, defendants, and others, as required.
Issues warrants, capias, summons, subpoenas, notices, commitments, writs, and other documents requiring good knowledge of State and Local Government Codes and court processes.
Calculates court costs and fines and notifies parties; determines if Citations are required and prepares Citations as necessary; accepts, receipts, and processes payments for certified copies, fines, and fees.
Organizes and readies files for court docket; searches files for warrants, hearings, pending cases in other courts, jail credit, dispositions, terms of probation, and other information requested by the court; attends court and serves as clerk for pleas, arraignments, and pre-trials; attests to defendant’s signature and other documents.
Operates electronic equipment to optically scan and index documents, insuring document safety, security, and confidentiality; performs basic preventative and operational maintenance on equipment.
Prepares monthly case activity reports; conducts criminal background checks, as assigned; prepares and provides certified copies of court cases to County and District Attorney’s offices statewide, as requested.
Answers multiple-line telephone; answers questions, directs calls, or takes and relays accurate messages, as appropriate; attends meetings and training sessions; performs other duties, as assigned.
Knowledge, Abilities, and Skills:
Knowledge of general office operations and records maintenance; knowledge of a wide variety of legal documents, pertinent State and Local Government Codes, and general Court procedures; knowledge of County Clerk’s Office forms, resources, and policies; knowledge of legal terminology; knowledge of money handling procedures; knowledge of the operation of personal computers and associated software.
Ability to plan, organize, and perform work responsibilities in a timely and accurate manner; ability to work independently and meet regular deadlines; ability to work effectively with staff, citizens, County officials, and others.
Skill in oral/written communication and interpersonal relations.
Physical Requirements and Work Setting:
Works in a well-lighted, air-conditioned environment; prolonged periods of sitting and periodic walking, standing, bending, and reaching; occasional lifting up to 15 lbs; visual acuity, hearing ability, and manual dexterity required.
Education and/or Experience Required:
One year of clerical, secretarial, of general office experience; OR, six months of experience as a County Clerk, court clerk, legal secretary, other position providing knowledge of legal terminology/documents, and public records maintenance.
