The administration supervisor is in charge of work delegated by the nursing home, including Human Resources, Cashie and Administration.

He/ she must respect strictly Group’s professional ethic norms, to respect residents’ privacy and dignity, to ensure the providing of safe and comfortable life to residents, to respect residents’ information confidentiality, and to respect government legislations and company regulations.

人力资源部分职能Human Resources Aspect Responsibilities
- 招聘 Recruitment:
遵守招聘流程:与院长确认养老院招聘计划/预算,拓展招聘渠道,联系和电话初步联系候选人,安排面试等,在时间和成本的预算内实现招聘。
Based on the recruitment procedure:With directors approve to define recruitment plan, develop hiring channel, based on recruitment procedure to contact / to phone preselect candidates, organize interview etc. The recruitment needs to respect the budget in terms of time and cost.
- 入离职 on board and exit:
- 遵守入离职流程:确保所有新招聘及离职人员按照流程正确入职, 包括不限于:准备并沟通聘用信,工作经历/学历的资质审核,入职体检安排及核实,社保按时缴纳,员工档案管理和更新,劳动合同的签署、续签等等手续。并及时为员工提供相关信息咨询解释。
Based on the on board and exit procedure:To ensure the correct on board for all new hirers and exits, including and not limited in: prepare and communicate the offer letter, to check employees’ working experience and qualifications, to arrange and check the result of on board health check, to ensure the in time enrollment and payment of social insurance, to keep employees’ file updated, to ensure employment contract correctly signed and renewed etc. Also to provide explanations and information to employees regarding the above mentioned items.

Based On The Training Procedure
- 定期组织协调各部门、副院长、院长参与,对新进员工进行入职培训,包括不限于内容:健康安全、公司介绍、集团护理理念介绍、管理规定等。
To organize / coordinate with other departments, Vice Director and Director, the regular on board training for new comers, the content includes and not limited in: health and safety, Company presentation, Caring value, internal disciplinary rules.
- 年底业绩评估后,收集员工培训需求,与部门确认。汇总内容、副院长审核、院长审批,以确定培训计划。兼顾公司实际业务需求、成本考虑,尽可能开发内部培训资源。
After end year performance interviews, to collect employees’ training needs, to confirm with each department, and to consolidate the information. After reviewed by Vice Director, to get approval by Director, to prepare training plan. The training plan needs to respect business needs, and cost. To develop internal training resources as much as possible.
- 根据培训流程和计划,组织协调培训的实施,确保对培训效果的跟踪和学院反馈, 将结果发给各部门以及副院长、院长。
According to the training procedure and plan, to organize and coordinate the implementation of training, and to track the training result and employees’ feedback. And to send the result to the department head and director.
- 定期督促组织各部门内部开展对内部员工的培训。跟踪和开发养老院内部培训师的发展。组织培训培训师的培训。
To track and encourage actively the internal training of each departments. To developpe internal trainers. And organize TTT trainings.
- 记录培训出勤,统计,分析。To maintain the presence sheet of trainings, consolidation and analyze.
4) 薪酬管理:Compensation and Benefit
确保以下工作必须经过副院长审核,得到院长审批:
Only after the reviewed & checked by Vice Director, signed and approved by the Director that the below actions can be done.
- 确保薪酬的每月和年底奖金的发放:根据考勤和或业绩的计算、发放等。个人所得税的代扣代缴。为员工发放工资条。
To ensure the on time salary payment each month, based on presence and or performance. To ensure personal income tax payment and declaration. To provide payslip to employees.
- 确保五险一金的定时定额的缴纳,以及其他保险的缴纳。
To ensure the correct and intime payment of social insurance, and other insurances.
- 员工福利计划的跟进和发放。
To ensure the payment of employee benefice.
- 每月为院长提供上月的薪酬数据分析,包括不限于:与预算的对比、超额部分分析、控制方式建议等。
Every month, to provide to the Director last month’s manpower cost analysis, including and not limited in: comparison to the budget, over cost analysis and optimization solution proposal.
- 每月15日,准备下个月人力成本预算分析,副院长审核,以便院长对人力成本的改善进行优化决策。
To prepare prevision manpower budget for next month, at the 15th of every month. After reviewed and checked by the Vice Director, the Director can refer to the analysis to make manpower cost control and optimization decisions.

- 接待新员工并帮助他们迅速融入。
To receive new employees and help them integrate rapidely in the team.
- 管理考勤记录:各种假、旷工、工伤、休假安排等。
To manage the presence sheet of employees : all kinds of leave, absent, work related injure etc.
- 管理并定时更新员工档案。
To manage and update timely employees file.
- 及时跟进新员工试用期时间。
To track timely the probational period.
- 按照流程,遵守审批程序,开具员工所需要的证明:在职证明、工资证明,离职证明等。
According to the procedure and approval steps, to provide attestation as per employees’ requests, for example : income attestation, termination attestation etc.
- 在院长的领导下,支持员工团队活动的策划与组织。
To support organization of team building under lead of Director.
- 人力资源流程和法律法规 HR procedure and Labor Law
- 在总部人力资源的支持下,严格监控养老院各方面用工风险,确保机构不存在任何违背国家《劳动法》或当地各类劳动法相关的法律法规。
With support of head office HR, to strictly monitor nursing homes use of manpower without any labor law any local regulations risks.
- 对人力资源流程的本地化过程中,提出建议,提交副院长审核,经由院长审批,汇报给中国区人力资源批准,方可生效。
To raise proposition during localization of HR procedure
- 提醒预防养老院出现人力资源风险,并在出现问题时积极应对、上报并恰当处理。
To warn and prevent any Human Resources risks in the nursing home. To report, deal with properly when the issue happens.
行政部分职能Administration Aspect Responsibilities
- 前台和秘书的管理 Secretary and Reception Management
- 管理前台及秘书,包括礼仪礼貌、高标准待人接物,以及文案等。
To manage the front desk and secretary, including good manner, high standard of reception of client and external visitors, filing and paperwork.
- 政府关系Government Relationship Management
- 负责养老院的证照进行管理,包括但不限于:申请办理养老院各类证照,每年证照的年审工作,相关证照网络申报等工作。
To manage necessary licenses and permits of the nursing home, including but not limited to: the application for all kinds of permits, licenses, and their yearly audit, relevant on line declaration, etc.

Qualification And Experience Required
资历及经验要求
本科以上学历,人力资源管理或者经济类相关专业 三年以上养老服务机构或者相关行业相关工作经验; 熟悉各项服务流程、国家政策的准确把握
